<div class="wx_rich_media_content" id="jsWxContainer"><p style='-webkit-tap-highlight-color: transparent; margin-bottom: 16px; outline: 0px; line-height: 1.6em; color: rgb(51, 51, 51); font-family: mp-quote, -apple-system-font, "system-ui", Arial, sans-serif;'><br></p><section><span style='font-size: 16px;'>各地中小学即将迎来2025春季新学期。日前，教育部印发修订版《中小学生学籍管理办法》，明确规定：<strong>凡在依法依规设立学校就读的学生均须建立学籍；</strong>严肃、及时处理检查中发现的人籍分离、空挂学籍等问题。《办法》自印发之日起施行。</span></section><section><span style='font-size: 16px;'>修订版《中小学生学籍管理办法》（以后简称《办法》）包括学籍建立与更新、学籍变动管理、保障措施等五章。《办法》突出教育公平，对跨省转学、省内转学等学籍变动条件进一步做了细化规范。<strong>明确转入、转出学校和双方学校学籍主管部门应当分别在10个工作日内完成学生学籍转接的核办工作。</strong>同时要求，进一步简化跨省转学材料，<strong>实现跨省转学“一网通办”。</strong></span></section><section><span style='font-size: 18px;color: rgb(0, 122, 170);'><strong>严肃及时处理人籍分离、空挂学籍等问题</strong></span></section><section><span style='font-size: 16px;'>对空挂学籍、人籍分离、重复学籍等问题，《办法》做出了回应。要求：</span></section><ul class="list-paddingleft-1" style='list-style-type: square;'><li><p style='margin-bottom: 24px;'><span style='font-size: 16px;'>学校应当至少每学期核准一次学生学籍，确保人籍一致、学籍变动手续完备、学生基础学籍信息和学籍变动信息准确；</span></p></li><li><p style='margin-bottom: 24px;'><span style='font-size: 16px;'>严肃、及时处理检查中发现的人籍分离、空挂学籍等问题。</span></p></li></ul><section><span style='font-size: 18px;color: rgb(0, 122, 170);'><strong>适度放开特殊教育学生学籍变动权限</strong></span></section><section><span style='font-size: 16px;'>修订版《中小学生学籍管理办法》还明确规定了特殊教育学生、高中阶段职普融通项目学生等类型的学籍管理。要求：</span></section><ul class="list-paddingleft-1" style='list-style-type: square;'><li><p style='margin-bottom: 24px;'><span style='font-size: 16px;'>适度放开特殊教育学生学籍变动权限，情况特殊的可以允许其降级就读；</span></p></li><li><p style='margin-bottom: 24px;'><span style='font-size: 16px;'>高中阶段学校举办普职融通类项目的，根据本省普职融通教育有关规定开展学籍管理。</span></p></li></ul><section><span style='font-size: 16px;'>北京师范大学教育学部教授苏君阳表示，此前因为没有制度规定，职业学校和普通高中的教育之间存在学籍壁垒，实行普职融通主要的内容和举措就是要资源共享、学籍互通、学分互认和课程互通。符合规定的学生可以在普通教育和职业教育之间进行自由转换学籍，给学生多一个选择，这个《办法》从学籍管理的角度提供了制度保障。</span></section><section><span style='font-size: 18px;color: rgb(0, 122, 170);'><strong>突出学籍信息管理安全</strong></span></section><section><span style='font-size: 16px;'>围绕学籍信息管理安全，《办法》规定各级教育行政部门需建立学籍安全管理的预警机制。各级管理人员应严格遵守数据使用规则，严防学籍数据泄露。若造成信息泄露与违规使用的，将依照“谁批准、谁负责”的原则对相关涉事人员依法进行处理。</span></section><p style='display: none;'><mp-style-type data-value="3"></mp-style-type></p></div> 这本来就不对头，还派人去查，浪费人力物力！
