style='font-size: 18px;'>，支持东北地区有条件的高等院校和职业学校<strong>开设冰雪经济相关专业</strong>，打造产教融合实训基地，加强冰雪旅游服务、赛事策划、设施维护、装备制造等技能型人才培养。支持黑龙江省建设国家冰雪运动学院。</span></p><p style='margin-bottom: 24px;line-height: 1.75em;'><strong><span style='font-size: 18px;'>在投融资方面</span></strong><span style='font-size: 18px;'>，通过中央预算内投资、地方政府专项债券、中央集中彩票公益金等渠道，支持符合条件的冰雪场地和文旅设施建设。<strong>支持符合条件的冰雪经济领域基础设施领域不动产投资信托基金（REITs）项目发行上市。</strong>鼓励文旅类国有企业参与冰雪经济发展，积极引进民营资本和外资参与冰雪资源开发。</span></p><p style='margin-bottom: 24px;line-height: 1.75em;'><strong><span style='font-size: 18px;'>在土地保障方面，支持地方对冰雪项目用地优先安排土地利用计划指标</span></strong><span style='font-size: 18px;'>，合理保障冰雪经济发展使用林地等需求，依法合规加快办理审批手续。支持利用集体建设用地和符合条件的荒山、荒沟、荒丘、荒滩土地，以及城市公园、郊野公园、广场及城市空置场所等建设冰雪场地设施。对利用现有山川水面建设冰雪场地设施，不占压土地、不改变地表形态的，可按原地类管理。</span></p><p style='margin-bottom: 24px;line-height: 1.75em;'><strong><span style='font-size: 18px;'>在国际交流方面</span></strong><span style='font-size: 18px;'>，加强冰雪体育、文化、人才、产业等领域国际合作，高质量建设中国—上海合作组织冰雪体育示范区。<strong>办好冰雪展会，举办中俄冬季青少年运动会、中俄蒙国际冰雪节等活动</strong>。学习借鉴国外冰雪经济发展先进理念、开发模式和管理经验，持续提升发展水平。</span></p><p style='display: none;'><mp-style-type
