16px;'>2004年，为贯彻《道路交通安全法》及其实施条例，公安部发布《机动车驾驶证申领和使用规定》，细化驾驶证申领使用制度，此后分别于2006年、2010年、2012年、2016年和2021年进行了5次修订。《机动车驾驶证申领和使用规定》实施以来，在规范机动车驾驶人业务办理、推进简政放权优化服务、预防和减少道路交通事故等方面发挥了重要作用。</span></section></section><section 16px;'>今年9月13日，十四届全国人大常委会第十一次会议审议通过《关于实施渐进式延迟法定退休年龄的决定》，批准《国务院关于渐进式延迟法定退休年龄的办法》，从2025年1月1日起，男职工和原法定退休年龄为五十五周岁的女职工，法定退休年龄每四个月延迟一个月，分别逐步延迟至六十三周岁和五十八周岁。职工达到法定退休年龄，所在单位与职工协商一致，可以弹性延迟退休，延迟时间最长不超过三年。为贯彻落实上述规定，满足大中型客货车驾驶人的驾驶出行需求，更好服务于客货运市场发展，更好地适应经济社会发展和人民群众的实际需求，需要对《机动车驾驶证申领和使用规定》（公安部令第162号）进行修改完善。</span></section></section><section 16px;'>今年9月，我部启动《机动车驾驶证申领和使用规定》的修订工作，成立了工作专班，开展专题调研，广泛听取社会群众、人大代表、政协委员、相关部门、行业企业等意见建议，形成了征求意见稿。10月，书面征求了各地公安机关交管部门、公安部相关业务局以及全国人大法工委、教育部、司法部、人力资源和社会保障部、交通运输部、国家卫健委等6个部门意见，并根据征求意见情况，再次组织客货运行业代表、法律专家、业务骨干等专题研讨、深入论证，修改完善形成公开征求意见稿。</span></section></section><section 16px;'>《机动车驾驶证申领和使用规定》（公安部令第162号）共111条，此次修订拟修改5条，主要包括：<strong><strong>一是</strong></strong><strong><strong>调整</strong></strong><strong><strong>大中型客货车驾驶证的申请年龄</strong></strong><strong><strong>规定</strong></strong>。将大中型客货车驾驶证的申请年龄上限由60周岁延长至63周岁。涉及条款为第十四条规定。<strong><strong>二是</strong></strong><strong><strong>调整</strong></strong><strong><strong>大中型客货车</strong></strong><strong><strong>准驾</strong></strong><strong><strong>车型年龄</strong></strong><strong><strong>上限规定</strong></strong>。将大中型客货车准驾车型的年龄上限由60周岁延长至63周岁。涉及条款为第六十五条。<strong><strong>三是</strong></strong><strong><strong>明确</strong></strong><strong><strong>大中型客货车驾驶人因弹性延迟退休申请延长驾车时间</strong></strong><strong><strong>规定</strong></strong>。为与国家弹性延迟退休政策相衔接，规定年龄在63周岁以上申请继续驾驶大中型客货车的驾驶人，参加体检和记忆力、判断力、反应力等能力测试，身体条件符合继续驾驶大中型客货车要求的，可以向车辆管理所提出申请延长原准驾车型驾驶资格期限。涉及条款为第六十五条。<strong><strong>四是调整轮式专用机械车、无轨电车、有轨电车驾驶证注销</strong></strong><strong><strong>年龄规定</strong></strong>。将只具有轮式专用机械车、无轨电车或者有轨电车准驾车型驾驶证的注销年龄上限由60周岁延长至63周岁。涉及条款为第七十九条。<strong><strong>五是</strong></strong><strong><strong>完善</strong></strong><strong><strong>校车驾驶</strong></strong><strong><strong>资格</strong></strong><strong><strong>的</strong></strong><strong><strong>申请</strong></strong><strong><strong>年龄</strong></strong><strong><strong>和注销年龄</strong></strong><strong><strong>规定</strong></strong>。将驾驶人申请校车驾驶资格年龄上限的表述由“不超过60周岁”调整为“年龄符合国家校车驾驶资格条件”，校车驾驶资格的注销年龄表述由“年龄超过60周岁的”调整为“年龄超过国家校车驾驶资格条件的”，保持与上位法《校车安全管理条例》的规定相一致。涉及条款为第八十八条、第九十二条。<strong><strong>另外</strong></strong>，将已实施“普通三轮摩托车、普通二轮摩托车准驾车型的申请年龄由60周岁放宽至70周岁”的便民措施上升为部门规章规定，将便民服务措施制度化，推进改革法治化。</span></section></section><section
