style='font-size:17px;'>为维护社会治安稳定，净化社会风气，严厉禁止和打击带有赌博性质的麻将馆、棋牌室，根据《中华人民共和国刑法》《中华人民共和国治安管理处罚法》《中华人民共和国噪声污染防治法》《中华人民共和国消防法》《娱乐场所管理条例》等法律规定，我局决定从即日起，对全区麻将馆、棋牌室进行专项整治。现通告如下：</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>一、对麻将馆、棋牌室涉赌、涉毒、涉黄等违法行为，一经发现立即查处。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>二、对麻将馆、棋牌室制造噪音干扰他人正常生活、生产、学习，经劝阻无效，依法给予治安管理处罚。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>三、凡是无营业执照的经营性麻将馆、棋牌室，一律依法取缔。凡是未经消防机构许可营业的，一律关停。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>四、凡是经营性麻将馆、棋牌室消防安全不符合法律法规要求的，一律依法查处。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>五、对经营性麻将馆、棋牌室存在下列情形之一的，从严从重查处：</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>1.棋牌室无人值守（即自助）的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>2.位于学校周边200米以内的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>3.零点至上午8点营业的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>4.容纳18周岁以下未成年人的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>5.未在出入口和主要通道安装视频监控设备的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>6.棋牌室的包间有内外锁装置或包间的门未安装透明玻璃窗的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>7.未在醒目位置张贴禁赌、禁毒、禁黄警示标志和未成年人禁入标志的。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>六、对住宅小区内的棋牌室存在下列情形之一的，从严从重查处：</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>1.两张（含两张）以上棋牌桌的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>2.影响小区居民正常生活，多次被举报的；</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>3.晚间23点至次日上午8点存在棋牌活动的。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>七、凡在棋牌室实施聚众赌博，一律从严从重打击。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>八、凡是为棋牌室提供场所进行赌博等违法活动的房屋出租人，依法从严从重处罚。</span></p><p style='text-indent:2em;'><span
