letter-spacing: 0.5px;'>一、寒假期间不得开展学科类培训。</span></strong></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;color: rgb(0, 0, 0);'>寒假期间，凡是面向中小学生（含学龄前儿童）开展的学科类校外培训，不论是机构还是个人、线下还是线上，均为违法违规行为，严禁以“家政服务”“众筹私教”“游学研学”“冬令营”等名义进行变相违规培训。</span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='color: rgb(24, 112, 190);'><strong><span style='font-size: 17px;letter-spacing: 0.5px;'>二、自觉进平台接受监管。</span></strong></span><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;color: rgb(0, 0, 0);'>目前，全市学科类校外培训机构已经全部纳入全国校外教育培训监管平台接受监管。非学科类培训机构要积极配合主管部门加快审批审核工作，按规定经审批审核的合规非学科类培训机构，方可按规定开展培训业务，并全部纳入全国校外教育培训监管与服务综合平台进行管理，开通监管账户和支付方式，所收学费全部纳入平台监管账户。各面向中小学生开展培训的合规机构要将课程全部上架并指导家长下载家长端在平台缴费、购课、消课。</span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='color: rgb(24, 112, 190);'><strong><span style='font-size: 17px; letter-spacing: 0.5px;'>三、切实规范公示、收费行为。</span></strong></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;color: rgb(0, 0, 0);'>培训机构要在培训场所显著位置公开证照信息、教师信息、课程课时、收费项目、收费标准等，未明码标价、虚构原价、虚假折扣、恶意涨价等均属违规行为。培训机构不得一次性收取或以充值、次卡等形式变相收取跨度超过3个月或60课时的费用，也不得一次性收取超过5000元的费用。所有培训机构必须使用教育部和市场监管总局制定的《中小学生校外培训服务合同（示范文本）》（2021年修订版），明确培训内容、培训期限、时间安排、收费金额、退费办法、违约责任，以及双方争议解决途径等事项，并与家长各执一份，不能以口头约定代替合同，不得出现“概不退费”等霸王条款。所有机构必须通过全国校外培训家长端进行收费，所收费用必须纳入资金监管。</span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='color: rgb(24, 112, 190);'><strong><span style='font-size: 17px; letter-spacing: 0.5px;'>四、强化安全风险防范。</span></strong></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;color: rgb(0, 0, 0);'>各培训机构要把安全工作放在首要位置。要开展安全自查自纠，排查培训场地、设施、消防是否存在安全隐患；要加强日常安全管理，确保营业期间每2小时开展不少于1次的防火等安全巡查；要全面落实国家规定的人防、物防、技防等安全风险防范要求，制定安全应急处置预案，健全门卫保安管理和安全巡逻制度，切实保障学生人身安全。通过为参训对象购买人身安全保险等必要方式，防范和化解安全事故风险。要落实《校外培训机构消防安全管理九项规定》有关要求，落实消防安全、培训设施设备安全；不得违规招用有暴力、性侵等违法犯罪记录的从业人员。</span></section><section style='text-align: justify;line-height: 1.75em;'><span style='font-size: 17px;letter-spacing: 0.5px;'><br></span></section><section style='text-align: justify;line-height: 1.75em;'><span style='color: rgb(24, 112, 190);'><strong><span style='font-size: 17px;
