0.578px;'>为进一步规范全市供水供电供气行业收费行为，切实减轻社会负担，支持实体经济发展，根据《国务院办公厅转发国家发展改革委等部门关于清理规范城镇供水供电供气供暖行业收费促进行业高质量发展意见的通知》（国办函〔2020〕129号)精神，按照2023年国家、省、市涉企收费整治工作部署，现对全市供水供电供气领域各相关收费主体提醒告诫如下：</span></p><p style='vertical-align:inherit;'><br></p><p style='vertical-align:inherit;'><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>一、认真学习</span><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>贯彻落实《国务院办公厅转发国家发展改革委等部门关于清理规范城镇供水供电供气供暖行业收费促进行业高质量发展意见的通知》（国办函〔2020〕129号)要求，严格按照供水供电供气企业收费目录清单内项目提供服务，收取费用，政策规定已取消的收费项目，不得继续收取。</span><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>属于政府定价、政府指导价的项目严格执行政府部门制定的收费标准。</span><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>属于市场调节价的项目，应根据生产经营成本、服务内容、市场供求状况，合理制定收费标准。</span></p><p style='vertical-align:inherit;'><br></p><p style='vertical-align:inherit;'><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>二、严格按照政府规定的销售价格向终端用户收取水电气费用，<strong>任何单位或个人不得在水电气费用中加收其他费用，不得以水电气费用为基数加收服务类费用，水电气经营者严禁向用户收取水电气计量装置费。</strong></span></p><p style='vertical-align:inherit;'><span 0.578px;'>三、在城镇规划建设用地范围内，供水供电供气企业的投资界面应延伸至用户建筑区划红线，除法律法规和相关政策另有规定外，<strong>不得由用户承担建筑区划红线外发生的任何费用</strong>。</span></p><p style='vertical-align:inherit;'><span style='color: rgb(0, 0, 0);font-size: 0.578px;'>四、新建商品房、保障性住房等建筑区划红线内供水供电供气管线及配套设备设施的建设安装费用统一纳入房屋开发建设成本，<strong>不得另外向买受人收取</strong>。</span></p><p style='vertical-align:inherit;'><span style='color: rgb(0, 0, 0);font-size: style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>经营者应当以显著方式进行明码标价，明确标示价格所对应的商品或者服务。</span><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing: 0.578px;'>经营者提供服务应当标示服务项目、服务内容和价格或者计价方法。</span><span style='color: rgb(0, 0, 0);font-size: 17px;letter-spacing:
