11);'><p>治理一条河，改变一座城。“六十年代淘米洗菜，七十年代洗衣灌溉，八十年代河水变坏，九十年代鱼虾绝代。”这首流传在孝感市老城区的顺口溜描述的正是被称为孝感“母亲河”的老澴河。从过去“常年劣五类水质”到如今的一河碧水，老澴河如何实现涅槃重生？</p><p><br></p><p>6年前，孝感市老澴河综合治理动员会召开，全力抓好老澴河综合治理这一头号民生工程，促进人与自然和谐共生，让母亲河再现辉煌，让碧水蓝天扮靓美丽孝感。</p><p><br></p><p>2021年，老澴河综合治理提前2年完成，创造了“老澴河建设速度”。治理后的老澴河呈现出水清岸绿、安居乐业、活力迸发的新景象，城市面貌得到空前改善，城市品质得到极大提升，擘画的美好蓝图正一步步变成现实，群众“急、难、愁、盼”的问题得到有效解决，赢得了全市人民的真心拥护和广泛赞誉。</p></section></section></section></section></section><section 11);'><p>如今，孝感正营造舒适宜居的生活圈，强化规划引领和项目支撑，坚持内涵式、集约型、绿色化道路，推动优质公共服务扩大供给、均衡布局，不断满足市民多维度、多样化品质生活需求。</p><p><br></p><p>实现住有所居、住有宜居。记者了解到，为着力解决从事公共服务人员住房困难问题，孝感市统筹住房保障和住房市场，健全完善多主体供给、多渠道保障、租购并举的“两多一并”住房制度，探索推行“房票”安置模式，推动实现住有所居。同时，孝感市优化15分钟生活圈服务配套，实施熊咀、八角楼、长征南路、董永公园等片区“城市双修”，加快完成主城区403个老旧小区改造，到2030年，力争城市完整居住社区覆盖率达到60%以上，推动实现住有宜居。</p><p><br></p><p>不仅如此，孝感注重加强对城市的空间立体性、平面协调性、风貌整体性、文脉延续性等方面的规划和管控，把孝文化元素融入城市建设的方方面面，加强历史文化街区、历史建筑挂牌保护，提升城市品位和格调。</p><p><br></p><p>据了解，孝感市将坚持“城市让生活更美好”，着力“为青年筑城、为产业筑基”，持续深化城市更新行动，精心打造好房子、好小区、好社区、好城区，不断释放主城崛起强大磁场，加快建设人口过百万、建成区面积过百平方公里的“双百”城市。</p><p><br></p><p>为此，孝感优化城市空间形态，打造南城新区，推动主城区从“滨河城市”向“滨湖城市”跨越，打造“两湖镶嵌、六水相依、双城相拥”的Ⅱ型大城市；织密城市骨架路网，加快建成孝感至武汉快速通道、陈天大道，打造孝汉“一小时通勤圈”。此外，孝感将推进以人为核心的新型城镇化，到 11);'><p>近年来，孝感在城市建设中把城市安全放在首位，通过完善安全有韧性的城市运行机制，树立全生命周期管理意识，以“时时放心不下”的责任感，换取广大市民的安全感。</p><p><br></p><p>目前，孝感坚持以流域治理统筹发展和安全，突出做好“水资源、水环境、水生态、水安全”四篇水文章，倾力打造富有韧性的水乡园林城市。</p><p><br></p><p>几年间，孝感统筹城市防洪与排涝，加快实施老城区35.8平方公里的“五大片区”雨污分流工程，系统治理城市排水防涝，基本告别每逢遭遇强降雨就会出现的“城市看海”现象。通过健全完善海绵城市建设法规制度和标准体系，高质量完成总投资 278.4亿元的78个海绵城市项目建设，确保顺利通过国家综合考核验收，建成国家海绵示范城市，擦亮全国海绵示范城市品牌；推进邓家河片区综合利用、实施箍湖河新河综合治理，抓好“两湖四公园”、16条海绵路网建设，全力打造示范样板，形成可复制、可推广的海绵城市建设模式。</p><p><br></p><p>坚持底线思维、系统治理。孝感突出城市体检评估、洪涝通道安全、蓄排能力建设、易涝点整治、统一指挥调度、应急预警处置等“六个强化”，健全完善流域区域洪涝统筹、城市排水防涝工程、应急管理“三个体系”，加快形成“源头减排、管网排放、蓄滞削峰、超标应急”的城市排水防涝体系，“一点一策”完成城区内涝积水点整治，全力消除内涝隐患，有效应对内涝防治标准下的强降雨，告别“城市看海”现象，提升城市内涝治理水平。</p><p><br></p><p>为切实提升城市安全韧性，孝感完善了应对全灾种的大应急组织管理体系，强化应急预案评估、演练和动态管理；同时持续完善应急基础设施，加强人防工程、应急避难场所建设，推进应急装备高端化、智能化、标准化、系列化、成套化发展，提升各类设施平战转换能力。</p><p><br></p><p>孝感还加快建设城区智慧燃气监管平台，构建形成燃气行业主动管理、提前预警、科学决策的燃气安全管理新模式；以及加强居民自建房排查专项整治，推进老旧供水、燃气管道改造，强化市政设施安全运行管理。</p></section></section></section></section></section></section></section></section><section 0);'>孝感市民表示，过去办新生儿出生登记需要跑卫健委、公安局，还要跑医院，现在实施窗口“一事联办”，这些单位都被集中到一起了，带好一套资料一天就可以办好，比以往方便很多。值得一提的是，孝感持续完善电子政务网络，集约建设政务云平台和数据中心，推动政务服务掌上办，实现高频政务服务事项“指尖办”；推动智能服务终端进楼宇、进社区、进村居，基本实现全城通办、就近能办、异地可办。</span></p><p><br></p><p>不仅如此，孝感实施城市基础设施生命线安全工程，建立覆盖地上地下的城市基础设施数据库，逐步实现对城市基础设施生命线运行数据的全面感知、自动采集、监测分析、预警上报。同时加快升级智慧城管平台，搭建城市运行“一网统管”基本框架，形成全方位、广覆盖、立体化、智慧化的城市运行体征监测预警体系，推动实现“一屏观天下，一网管全城”。</p><p><br></p><p>此外，孝感深入推进“云、网、数、端”(政务云、城市网络、城市数据、物联感知终端)等城市信息基础设施建设，加快构建城市数字公共基础设施和城市信息模型(CIM)平台，形成感知更细、监管更精、服务更优的“一网智用”新业态；通过大力推广“BIM
